Bi-laws for the Ocean State USBCYA Youth Leader Program

Article I – NAME

 

This organization shall be known as the Youth Leaders of the Ocean State USBCYA. 

 

Article II – PURPOSES

 

1.       To cooperate with the YABA association in fulfilling and furthering it’s objectives and promoting youth bowling and the YABA.

2.       To help educate youth and relay by example the values of sportsmanship and good citizenship through youth bowling activities.

3.       To help create in our youth, a desire for physical fitness, mental alertness, and morally sound behavior. 

4.       To uphold the ideals of amateurism as outlined the YABA Eligibility Rule.

 

Article III – OBJECTIVES

 

1.       To serve as direct communication channel between YABA league members and the association. 

2.       To train members in YABA operation and administration, and create a desire in youth bowlers to assume leadership responsibilities when they become ABC and WIBC members.

3.       To assist adult association officers and directors whenever possible and serve various association committees.

4.       To promote youth bowling through membership drives, serving as student coaches, conducting training programs, and instituting timely projects to further growth and interest in youth bowling.

 

Article IV – MEMBERSHIP

 

Section 1. The Youth Leaders shall be comprised of representatives from YABA sanctioned leagues with each program within the state’s jurisdiction entitled to three representatives.

 

Section 2. Representatives to the Youth Leader Program shall be twelve (12) years of age or older as of August 1st of the current season.

 

Section 3. Youth Leaders shall be elected by and from league membership before the end of the current season so that Youth Leaders are in place for the new season.  Names and addresses shall be reported in writing by the head coach to the Youth Leader secretary.  They shall serve from August 1 to July 31 unless the secretary is given written notification of their replacement.  Alternates will be permitted if the regular member is unable to attend.

 

Section 4. Any YABA member under suspension shall be ineligible to serve as a Youth Leader.

 

Section 5. Each member shall be entitled to one vote on any question at a meeting.

 

Section 6. There shall be two adult advisors, appointed by the association president.  These advisors shall be notified of all schedule meetings and will have voice but no vote.

 

Section 7. The association president and secretary shall be advised of and entitled to attend all scheduled meetings.  They will have no voice or vote.

 

Section 8. The Youth Leader members shall control the organization affairs and shall have the power to adopt procedures and amend or rescind these procedures as long as they are not inconsistent with the Constitution and Bylaws of the YABA, the association or the YABA program.

Article V – REPRESENTATION

 

Youth Leaders shall elect four (4) representatives to the State Board of Directors.  State representatives shall be elected for the following season at the annual meeting.  These representatives must be 14 years of age or older as of August 1st of the current bowling season.  State representatives will serve from August 1 through July 31.  Alternates will not be permitted if the regular representative is unable to attend the State Board meeting.  If for any reason a Youth Representative cannot complete his/her term a replacement will be elected at the next Youth Leader meeting. 

 

Article VI – OFFICERS

 

Section 1. Officers shall consist of a president, vice-president, secretary, treasurer, and sergeant-at-arms.  The offices of secretary and treasurer may be combined.

 

Section 2. Officers shall be elected for the following season at the annual meeting.

 

Section 3. All elected officers shall assume office on August 1 and hold office until July 31 unless removed for cause by a two-thirds (2/3) vote.  The president shall appoint a replacement to serve until the next meeting.  In case of a presidential vacancy, the vice-president shall assume the office.

 

Section 4. The officers shall be responsible for managing organizational affairs according to adopted procedures.

 

Article VII – MEETINGS

 

Section 1. The following meetings will be held:

a.       Kick-off meeting: August

b.       Regular meeting: September

c.       Regular meeting: October

d.       Regular meeting: December

e.       Regular meeting: January

f.         Annual meeting: April

NOTE: Six meetings should be held during the season.

 

Section 2. Special meetings shall be called by the president and must be called on written request of the majority of the membership. 

 

Section 3. Written notice of all special meetings shall be sent each Youth Leader no less than ten (10) days prior to meetings.

 

Article VIII – QUORUM

 

Section 1. Fifty percent (50%) of the Youth Leader members shall constitute a quorum to transact business but in no case shall than more than seven (7) members be required.

 

Section 2. A majority of the legal votes cast shall determine all business matters.

 

Article IX – OFFICER’S DUTIES

 

Section 1. Duties of the President: The president shall be preside at all Youth Leader meetings, appoint committees, and be responsible for enforcing the organization’s purposes and objectives.  He/She shall arrange for an annual audit of the organization’s finances and provide for at least two (2) signatures (by adult advisors) on all account withdrawals.

Section 2. Duties of the Vice-President: The vice-president shall in the president’s absence, perform the duties of that office and discharge other such duties as may be assigned.  The vice-president shall supervise all service work projects and special projects initiated by the Youth Leaders.

 

Section 3. Duties of the Secretary: The secretary shall have charge of all correspondence and shall notify members of all meetings times and places.  The secretary shall keep, for permanent record, and account of proceedings of all meetings that shall be available at all times and be Youth Leader property.  He/She shall maintain a current membership list of names and addresses and provide a copy of such list to the association secretary.

 

Section 4. Duties of the Treasurer: The treasurer shall keep an account of all receipts and disbursements and shall present a report of all financial transactions for the previous and/or current season at the annual Youth Leader meeting, and upon request by the president.  The treasurer is required to verify the account balance quarterly.

 

Section 5. Duties of Adult Advisors: One of the two appointed adult advisors must be present at all Youth Leader meetings.  The adult advisors are only to provide guidance and not to make decisions.  The adult advisors shall receive, record, and receipt money or property donated or paid to the Youth Leaders, and deposit money received within seven (7) days in a recognized banking institution in the name of the Youth Leaders of the OSUSBCYA subject to withdrawal on their signatures.  The Youth Leader treasurer will verify the account balance quarterly.

           

NOTE: Duties specified in 4 and 5 pertaining to handling funds maybe reversed provided the Youth Leader treasurer is of legal age pursuant to state law.  If the Youth Leader treasurer is an account co-signer, the other required signature must be one of the adult advisors.

 

Section 6. Bonding: Youth Leader Adult Advisors (Youth Leader treasurer) handling money shall be automatically bonded up to $10,000.00 by YABA, provided the account is subject to the same verification/audit requirements as the YABA association.

 

Section 7. Records and Property: An officer shall return all records and property belonging to the Youth Leaders within ten (10) days after the term has expired or the office is otherwise vacated.

 

Article X – COMMITTEE

 

The president shall appoint committees.

     (suggestion – tournament, fund raising, banquet, special projects…..)

 

Article XI – ORDER OF BUSINESS

 

Roberts Rules of Order (Revised) shall govern the proceedings of all meetings when not inconsistent with the procedures established by the Youth Leaders.

Article XII – PROCEDURES

 

Adopted Youth Leader procedures and changes shall be prepared by the secretary and maintained in permanent Youth Leader records and copies distributed to:

a.       YABA Headquarters

b.       Youth Leader president

c.       State association secretary
