2009 RHODE ISLAND PEPSI USBC YOUTH CHAMPIONSHIPS

RULES AND FORMAT

 

 

1.       The Pepsi USBC Youth Championships is certified by the United States Bowling Congress (#5077) and governed by USBC rules and is open  to all qualifying sanctioned USBC Youth members.

 

2.     One time entry.  If an individual qualified and cannot participate in the state competition, replacements will be eligible based on order of finish in previous qualifying event.

 

2.       Qualifying will take place during two, two-week periods the first from November 8, 2008 through November 16, 2008 and the second window from January 10, 2009  through January 18, 2009.

Athletes must remain in the division in which they have qualified, and cannot advance out of league level more than once. Violation to any of the above rules would result in disqualification.

 

4.     Advancement ratio from league level to state is 1 for every 10 entries per division, or minor fraction thereof, including last place ties.  In all cases at least one person per division, shall advance.  The advancement ratio shall be applied uniformly to all eligible divisions. The Base number for each Division is the number of individuals that were present at least one week to participate. (Example 1 to 10 bowlers qualifies 1, 11 to 20 bowlers qualifies 2 and so on).

 

5.     Advancers out of the league level must remain in the division they qualified in during all subsequent levels. If a bowler advances out of league level in more than one state/zone, the bowler must declare one state/zone to continue competing in before the next competition level. Participation in any level of competition past the league level in more then one state/zone will result in automatic disqualification.

       State competition will take place at AMF Lang’s – 225 Niantic  Ave   Cranston, RI     401-944-0500 Championship competition for Age 11 and under Boys and Girls will be on March 01, 2009 at 12:00 noon.  State championship competition for Age 12 & above; Boys and Girls, handicap and scratch will be on March 08, 2009 at 10:00 am.

 

6.     Entry closing date is February 12, 2009.  Names, addresses, telephone numbers, date of birth, social security number and average verification of qualifiers along with the state tournament entry fee for all qualifiers must be submitted to the tournament director listed below by that date.

 

7.       Competition will be conducted in six divisions: ages 11 and under; handicap, boy & girl and ages 12 & above; scratch & handicap, boy & girl.  These divisions are based on the participant’s age as of

August 1, 2008. Athletes must choose the division in which they will compete. Athletes are not mandated to be USBC Junior Gold Members to enter the Scratch Division. However, athletes must be USBC Junior Gold Members or be eligible and buy membership prior to advancement to the USBC Junior Gold Championships .Athletes 12 and over with an entering average of 211 or higher MUST bowl in the scratch division.

 

8.     Divisions in ages 11 and under will bowl three games.  Total pinfall plus handicap will determine the top three bowlers in each division. (3 games)  The top three bowlers from each division will then bowl in a stepladder final with the number three bowler competing against the number two bowler.  The winner of that game will then bowl against the top bowler from the respective division.

 

Divisions in ages 12 & above will bowl six games, with a lane shift after the first three- (3) games.  Total pinfall plus handicap where applicable, will determine the top three bowlers in each division.  The top three bowlers from each division will then bowl in a stepladder final with the number three bowler competing against the number two bowler.  The winner of that game will then bowl against the top bowler from the respective division.

8a.  The semi-final and final rounds will not be bowled on the same lanes.

Award and scholarship fees will be returned 100% to the bowlers. Funds are kept by S.M.A.R.T. (Account# 8544) and may be access able by contacting the S.M.A.R.T. administrator Ed Gocha at 1-800-514-2695 Ext 3343

 

10.  All bowlers must wear suitable attire. Hats or any type of head gear is prohibited. In order to provide the best possible atmosphere for the athletes, There will be NO smoking allowed for parents or athletes in the immediate area of the tournament. Smoking is allowed only in designated areas.

 

11.  No substitutes will be permitted once athletes have started tournament play. However, replacements may be used for bowlers not present 15 minutes prior to the start of bowling as stated in rule 3. Replacements must be from the same window, same league and same center as the “no-show” bowler. They must follow the order of advancement within that window/league.

 

12.  Competitors shall be allowed 1 practice ball on each of their starting lanes, for the qualifying, semi-final and final rounds.

 

13.  A bowler arriving late shall begin play and the score shall count beginning with the frame then being bowled.  Frames missed shall be credited with a zero. Frames will not be made-up.  A bowler not present when it is his/her turn shall be credited with a zero for that frame.

 

14.  Bowlers shall use their highest current averages as of February 08, 2009.  A standing sheet must verify averages. If the minimum has not been met, the bowler will present a standing sheet closest to the date of competition.

 

15.  Handicap shall be 100% of the difference between the bowler’s average and 210.

 

16.  Only bowlers and tournament officials shall be permitted in the settee area.

 

17.   An additional 9th and 10th frame roll-off, plus 1/10 of the handicap per frame will break ties where applicable.  Should a tie still exist, it will be broken by a one- (1) game roll-off.  Handicap will be applicable.

 

18.  Claims for errors in scoring or general playing rules must be made to the tournament director no later than the start of the next block or 30 minutes after the completion of the competition.  The tournament director shall decide upon questionable errors.  All other protests must be confirmed in writing to the tournament director within 72 hours.  Each protest under this rule must be specific in itself.

 

19.  Symbolic awards will be given as follows: Trophies will be awarded to each of the three top division bowlers.  Awards will be distributed with a minimum of a 1 in 10 ratio.

 

20.   Scholarships will be given as follows:  $300.00 Rob Waldman scholarships will be given to each division overall winner.

21.   Scratch Division winners and runners up advance to the USBC Junior Gold  Bowling Championships  to be held July 11th – 17th, 2009 in Indianapolis, Indiana . Athletes are responsible for their own transportation and must be a member of the Junior Gold Program or be eligible and purchase a membership. If the Scratch Division Champion or runner up is not willing or unable to become a USBC Junior Gold Member and will advance to the Championships, the athlete will still retain the state scholarship, but the berth to the Championships will be awarded to the next eligible athlete. The proceeds from the ball raffle (Donated by Brunswick) will be split between the Scratch advancers to help defray travel expenses.

 

22.  Junior Gold advancing athelets must agree to bowl in the National finals or, failing to do so, you agree to waive all rights.  Replacements will be selected based on order of finish in their division at the state level.  If the advancer decides not to attend the National finals and does not give at least a 2 week notice, the state scholarship won may be withdrawn. The state tournament committee will make this decision.

 

 

23.  The Rhode Island Pepsi USBC Youth Championship Tournament Committee shall determine all 

matters not covered by these rules and regulations and The National Pepsi USBC Youth Championship Tournament Committee reserves the right to accept or reject any participant.
